IMPLEMENTASI KEBIJAKAN DISIPLIN PEGAWAI NEGERI SIPIL PADA KANTOR KECAMATAN TOTIKUM SELATAN KABUPATEN BANGGAI KEPULAUAN

Abstract


Oficers Discipline at the South Totikum District Office of Banggai Islands has not been implemented optimally. The aim of research is to find out the implementation of Civil Servants (PNS) policy at the South Totikum District Offce of Banggai islands. This type of research is qualitative research and there are 7 informants selected through the selection technique. Data was collected through interviews, observation, and documentation technique. Data analysis techniques is conclucted through data editing, categorization, meaning of the data interpretation and drawing consclution, The teory used is the model of policy implementation by George C. Edward III with variables communication, resources, disposition and  bueratic structure. The results shows that the implementation of discipline  policies at the South Totikum District Office of Banggai Islands has not been implemented optimalty due to communication of discipline execution toward the civil  servants is implemented in one direction in a form of directives which is given by the  highest leader (Head) to the structural officers then it is forwaded to subordinate  (Employees). This resulted in less effective communication, so that the implementation of the officers discipline has not run optimally, the absence of a  strong comitmen to carry out the implementation of discipline consistently and  consequently, the leadership (district head) and structural officers did not establish  good coordination and cooperation in handling the implementation of discipline, and  the lack of good role models in implementing discipline, also there is an imbalance  between rewards and punishment to the employee with good achievement and discipline violators.
